Lordship's con enclosed copies of a scheme for the better promotion of secondary education in the Colony which has been drawn up by D. Eitel together with copies of criticisms of the scheme by four local Educationalists, 1894. and a report thereon by Dr Eitel.
The scheme appears to be well conceived, but I would beg leave to suggest that if it meets with Your Lordship's approval, it may for the present remain in abeyance in view of the large increase of expenditure entailed on the Colony by the heavy fall in Exchange, which renders it undesirable for the Government to undertake any obligations that are not absolutely necessary.
